    Penetrating the Silence in Sierra Leone: A Blueprint for the Eradication of Female Genital Mutilation

    The African grassroots movement to eradicate female genital mutilation (also known as “female genital cutting” and “female circumcision,” hereinafter “FGM”) is widespread. While many African countries and grassroots organizations have made great strides in their efforts to eliminate FGM, Sierra Leone lags behind. In Sierra Leone, FGM is practiced within the bondo secret society, an ancient, all-female commune located in West Africa and also known as the sande. The bondo society’s traditional role was to direct girls’ rites of passage into adulthood. In order to become a member of the bondo, a girl or woman must undergo various rituals, the most significant being FGM. The fact that FGM takes place within secret societies in Sierra Leone makes eradication efforts more challenging. It is for this reason that Sierra Leone has been described as “ground zero” in the fight to eradicate FGM. This article culminates a project undertaken by the Walter Leitner International Human Rights Clinic (hereinafter “Leitner Clinic” or “Clinic”) at Fordham Law School to craft a blueprint for how grassroots organizations in Sierra Leone, and in similarly situated countries, can begin to tackle FGM at the grassroots and policy level in a manner that includes the voices of rural and less powerful citizens.     Rebuilding after emergency: Revamping agricultural research in Sierra Leone after civil war

    "The civil war in Sierra Leone, caused by a mix of political, social, and economic factors, had a huge impact on the overall economy in general and on the performance of the agricultural sector in particular. The agricultural research system of Sierra Leone was severely affected by the civil war. Research infrastructure was destroyed, laboratories were damaged and abandoned, and well-trained researchers and scientists fled from the country. With the cessation of hostilities in 2002, the government of Sierra Leone concentrated its efforts on the resettlement of displaced persons and on social and economic reconstruction. The efforts of the government include the rehabilitation and reorganization of the former National Agricultural Research Coordinating Council (NARCC), which was coordinating agricultural research in Sierra Leone. The Sierra Leone Agricultural Research Institute (SLARI) Act was passed by the parliament of Sierra Leone in 2007 to replace NARCC. As a new organization, SLARI needed to make strategic decisions to guide its operations in order to make it effective in responding to the demands of stakeholders within the food and agriculture system. To provide a focus for SLARI and link its agenda to national development priorities, a strategic plan and operational plan were developed. The methodology used to design the SLARI strategic plan applied an organizational innovation model through which the plan was nested within the strategic plan of the Forum for Agricultural Research in Africa (FARA) and Conseil Ouest et Center Africain pour la Recherche et le DĂ©veloppement Agricoles (CORAF) / West and Central African Council for Agricultural Research and Development (WECARD), and the operational plan was hinged on Comprehensive African Agricultural Development Program (CAADP) and Framework for African Agricultural Productivity (FAAP) principles. This would ensure synergy with regional and subregional strategies. The strategic plan would promote increased coordination, interaction, interlinkages, partnerships, and networks among the various agents associated with agricultural research for development systems in Sierra Leone. It would also help achieve SLARI's vision of increasing food security and wealth among Sierra Leone's rural population. For SLARI to make a meaningful contribution to agricultural development in Sierra Leone, the operational plan must be implemented in such a way that the results envisaged in the strategic plan can be achieved.     Sierra Leone's infrastructure : a continental perspective

    Infrastructure development in Sierra Leone contributed about half a percentage point to the economy's per capita growth rate in 2003-07. But if Sierra Leone could upgrade its infrastructure to the level of the best performer in Africa, per capita growth rates could be boosted by more than three percentage points. After nine years of peace, economic activity is flourishing at every level in Sierra Leone. But the 11-year civil war destroyed the country's infrastructure, and rebuilding the road network and ports while improving the electrical, water, and telecommunications infrastructure is proving difficult. Looking ahead, expanding electrification is a top priority because current access levels, at only 1-5 percent of the urban population and 0 percent in rural areas, are impeding other development. The water and sanitation sector faces similar challenges, as only 1 percent of the rural population has access to piped water. Sierra Leone has been spending about 134millionannuallyoninfrastructureinrecentyears.About134 million annually on infrastructure in recent years. About 66 million is lost each year to inefficiencies. Comparing spending needs against existing spending and potential efficiency gains leaves an annual funding gap of 59to59 to 278 million per year. If savings from greater efficiency could be fully captured, Sierra Leone would not meet its posited infrastructure targets for another 30 years.     Competitiveness assessment of tourism in Sierra Leone : a cluster-based approach

    Seven years out of brutal conflict, Sierra Leone is now a peaceful and stable country. Yet, its strides toward economic recovery and competitiveness have been modest even in sectors such as tourism, which used to be a major generator of foreign exchange revenues prior to the conflict. This paper presents a cluster-based analysis of the tourism sector in Sierra Leone. The analysis shows that tourism in Sierra Leone draws entirely on basic factor conditions such as natural endowments; high-end lodging, catering, and entertainment services are virtually nonexistent. The cluster mapping exercise reveals that several non-profit organizations are present and active within the Sierra Leone tourism cluster but that the role of commercial enterprises has been somewhat limited. A critical mass of basic service providers has emerged over time, but their functions are often hindered by the absence of a market-based incentive regime and weaknesses in backbone infrastructure services. There is a mismatch of effort by the public and private sectors. An important policy implication arising from the analysis is for Sierra Leone to initiate a joint action among tourism entrepreneurs and policymakers to develop a coherent business strategy toward overcoming the bottlenecks of skill deficiency, policy ineffectiveness, and lack of infrastructure and market access.Cultural Policy,Transport Economics Policy&Planning,Cultural Heritage&Preservation,Tourism and Ecotourism,Accommodation&Tourism Industry

    SSR and post-conflict Reconstruction: armed wing of state-building?\ud

    This paper directly challenges some of the popular Security Sector Reform (SSR) mythology that has grown around the UK’s involvement in Sierra Leone and the subsequent policy developments associated with SSR. It raises questions about the underlying political assumptions of the SSR process and contemporary SSR material, much of which lacks analysis of underlying theories of SSR relating to broader state-building and construction of a liberal peace. \ud \ud Using a case taken from the reconstruction of Sierra Leone, this paper outlines some of the key issues emerging after ten years of reconstruction efforts. Sierra Leone is usually over-cited, but given its importance to any orthodoxy that may be said to exist, it is relevant here. Fundamentally, Sierra Leone remains a relatively small state in West Africa and the fact a viable state remains elusive, challenges assumptions about time taken in reconstructing socio-political norms and structures, and also questions state-building as a post-conflict approach. \ud \ud This paper will argue that SSR in Sierra Leone was never a developed strategy but came to represent a series of policies that evolved on the ground largely as the result of the interaction of individuals and groups engaged in those early decisions, sometimes against the wishes of Whitehall, but always sharing a “direction of travel.” This is an important point in terms of how SSR policy was actually developed and also how approaches come to be seen as being far smoother and well planned with hindsight, but also in terms of how policy-makers and academics can learn about social, governance and security processes. \u
